This document is issued by Scottish Natural Heritage, a Non-Departmental Public Body established by the Natural Heritage (Scotland) Act 1991, acting under its operating name, NatureScot. Any reference in this document to "NatureScot" is a reference to the body known as Scottish Natural Heritage, as established by the Natural Heritage (Scotland) Act 1991.
As part of any contractual relationship, both parties have duties under Health and Safety legislation. Similarly, if a supplier employs sub-contractors to carry out some or all of the work contained within the Statement of Requirements, all parties have Health and Safety responsibilities. The extent of the responsibilities of each party will depend on the individual circumstances of the contract.
In order to meet NatureScot requirements, we need to be satisfied that prospective suppliers are competent to undertake the work described and are able to evidence consideration of Health and Safety matters / procedures that may apply to the contract. These must, where applicable, address employee training and safety and any risks and hazards associated with the contracted work.
Some or all of the following information/evidence will be requested from the successful tenderer(s), depending on the nature of the contract (details do not need to be provided with your tender submission):
- Evidence of Competency (e.g. qualifications, training, experience, references, CV’s etc.) – this may have been requested elsewhere in this Statement of Requirements.
- A copy of your Health and Safety policy (or as a minimum, a statement addressing any Health and Safety-related matters relevant to the contract).
- A statement showing how you will manage health and safety during the contracted work including any generic Risk Assessments for the type of work you intend carrying out (where applicable).
- A copy of both your Public Liability Insurance certificate and, where appropriate, Employer’s Liability Insurance and / or Professional Indemnity Insurance certificates, or other evidence of insurance cover (e.g. a broker’s letter).
- A statement of your procedures for appraising the competence of any subcontractor that you intend to use on the contract.
- In addition to your own statutory responsibilities under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) 2013, NatureScot will require you to report all accidents, dangerous occurrences and near-misses that occur whilst you are working for us, to the NatureScot Project Manager.
The successful tenderer will be required, in liaison with the NatureScot Project Manager, to identify any hazards associated with the work, to complete and agree all necessary risk assessments relevant to the work, and confirm their health and safety management arrangements for the contract. Any previously supplied generic risk assessments must be tailored to the specific work to be undertaken and agreed with the NatureScot Project Manager prior to work commencing.
The successful tenderer will be required to submit all requested Health and Safety documents before a formal contract letter is issued.
